Police say it happened just before 10:30 a.m. at a home near the intersection of Glendale and Castor avenues.
Two 14-year-old girls from Lansdale were visiting the home and playing with the 12-year-old and 7-year-old who live there, when Philadelphia police Lt. Dennis Rosenbaum says the 12-year-old found a gun, pointed it at one the 14-year-olds and shot her.
"We believe he thought the gun was unloaded, but obviously it was not," Rosenbaum said.

She was taken to the hospital in stable condition.
This wasn't the only gun police found in the home.
"We recovered two shotguns, two hand guns. Probably a couple hundred rounds of ammunition, two bullet proof vests," Rosenbaum said.
None of which, Rosenbaum says, were secured in the house.
"This just shows you when you're a gun owner you have to be a responsible gun owner. There's no reason today not to have a gun lock," he said.
The guns are legally owned by the adults in the house.
Police say they are going to recommend charges against the 12-year-old.
"When you point multiple guns, that shows reckless disregard and that's why we're recommending charges with the district attorney," Rosenbaum said.
Philadelphia Police Commissioner Richard Ross said this incident speaks to the need for responsible gun ownership.
"This is the second juvenile who was accidentally shot in less than 24 hours inside of a home. Whether it be guns that show up and home owners are unaware, or whether it be your own gun, knowing what's going on in your household is paramount," he said.
Ross added that this shooting, coupled with the fatal shootings of juveniles over the last few days, is mind boggling.
