PHILADELPHIA (KYW Newsradio) — As temperatures continue to drop, officials with ACCT Philly say more animals are being left outside without proper tools to keep them safe and warm.
This week alone more than 50 cases of animals — mainly cats and dogs — being left in the frigid weather have been investigated by the organization’s animal protection officers.
In some cases, a few have died.
Sarah Barnett with ACCT Philly says once something is reported, the organization can issue a citation of up to $500.
“... And that’s about the limitation of our authority, and it’s a big citation,” Barnett said. “…. But if it is a concern about cruelty and the animal needs to be removed, we will call the PSPCA and refer the case to them, and they will go through the proper channels, like getting a warrant and that sort of thing to get that animal out safely.”
Pennsylvania SPCA says its Humane Law Enforcement officers obtained nearly 10 warrants this week — specifically, for animals at risk in the below-freezing temperatures.
If you see an animal outdoors without proper shelter in severe weather, you are urged to call ACCT Philly at 267-385-3800, then dial 1.
“That will go to our dispatch team,” Barnett said. “And the only thing I would say is keep in mind we got two dispatchers for a city of 1.5 million, so be patient, leave a voicemail. It means that the person is just on the other line.”
She says providing as much detail as possible in your call will help responders prioritize the most dire cases.
In 2023, more than 600 dogs and other companion animals were rescued from cold weather conditions. Three reportedly died, according to PETA.
How to keep your pets warm this winter
- If your dog has a short coat, consider dressing them in booties, a warm sweater, or a coat. If you are bundled, they probably should be too!
- During severe weather, dogs should only be let out to go to the bathroom. Cats should be kept indoors.
- Make sure your pet’s bed is not near a drafty or cold area of your home.
- If your pet was outside, check for frostbite, especially on their paws and ears.
