2nd man arrested in drive-by killing of Ebony Pack, involving alleged love triangle

Chong Dan faces first-degree murder charge in a case that also involves an international manhunt

PHILADELPHIA (KYW Newsradio) — A Philadelphia man has been arrested for his alleged role in the shooting and killing of a 30-year-old woman who was sitting inside her car in Lansdale back in November 2020.

The Montgomery County District Attorney's Office said Chong Dan, 50, faces charges including first-degree murder after the shooting death of Ebony Pack near the corner of East Hancock Street and Church Road at about 10 p.m. on November 28 of that year.

He is the second person arrested in the murder case. Ricky Vance, 52, has already been charged with first-degree murder.

An international manhunt has been conducted to find third suspect Terrence Marche, 48, since August.

Prosecutors said that Pack's car was traveling east on Hancock and was stopping for a red light. A Cadillac, which investigators say was owned by Vance, had followed her, pulled up next to Pack's car and drove away. According to authorities, the Cadillac had residue of gunshots on the passenger's side.

Investigators said Pack's car went through the intersection and crashed into a nearby pole. Officers who came to the scene said Pack had several gunshot wounds, and her car had many bullet holes on the driver's side door. She died at a nearby hospital.

According to prosecutors, Dan was a "co-conspirator in the homicide of Ebony Pack." She was dating Dan's previous girlfriend when Dan asked for $19,000 from her.

Authorities said the former girlfriend had obtained a protection of abuse order from Dan. She had told detectives that Dan said “I’m gonna fix her” or “I have something for her.”

Prosecutors said cell phone records from Dan, Marche and Vance revealed the men were together right before the time of the homicide, but there had been "no outgoing activity" throughout the time of the alleged murder.

After Vance was arrested, Marche's fiancé drove him to Philadelphia International Airport so he could fly to Honduras, where he allegedly met with Dan. Marche's fiancé then said that in May, regular communication with Marche ended, and Dan said Marche "went missing."

Dan has been placed in the Montgomery County Correctional Facility, and a preliminary hearing is scheduled for December 15.
