PHILADELPHIA (KYW Newsradio) — The cold weather has a tight grip on the Delaware Valley. Because of that, Burlington County and Camden County, New Jersey have issued a code blue declaration from now through Monday night. Montgomery County has also put a code blue declaration in effect until Sunday morning.
They are advising you on what to do to protect yourself, your neighbors, the elderly, pets, and especially the homeless from the harsh temperatures.
Government officials issue the declaration when temperatures are near sub-freezing or freezing, with severe wind chills, snow or ice.
"We are ready and prepared to receive the homeless," said Darlene Trappier, the founder and executive director of Beacon of Hope in Mount Holly, New Jersey.

She said winter conditions pose a threat of serious harm or death to people without shelter.
"We have had people who were found and they were frozen to death," she said.
"One was in a kneeling position, praying. His hands were cupped together."
Beacon of Hope is providing overnight shelter, meals, hot beverages, blankets, pillows and hygiene kits, things she personally knows the displaced need.
"I've been homeless myself...at 19, with a 5-week-old baby. My mom kicked me out, and I ended up being in the park with my son for three days," said Trappier.

"I know what it's like to be out there with no address, no connection and no one trying to assist you."
That personal mission is why her team is ready to help anyone seeking shelter.
"That's when we become activated to provide overnight shelter, meals. We let them know that we're there for them, not just to give them a place, but also a listening ear."
