Police: Man shot, killed by police in Germantown was responsible for 1 murder, injuries

PHILADELPHIA (KYW Newsradio) — Philadelphia police are releasing more details on the murder of a woman in Germantown on Thursday morning, and the fatal shooting of her killer by police.

It started around 3 a.m. Thursday morning at St. Luke's Church, police say, when Stanley Cochrane entered the church and was confronted by a woman who lives and works there.


Police say after more than an hour of back and forth with the woman asking her for money, food and her car, Cochrane fired a shot inside the church. That's when, police say, the woman threw him her keys and he left.

Minutes later, at Greene Street and Maplewood Avenue, police say Cochrane tried to carjack another vehicle, but the driver put the car in reverse and fled. The driver spotted police cruisers and flagged them down, giving them Cochrane's description.

In the meantime, police say Cochrane stopped another car, fatally shooting  19-year-old Skyler Owens-Mooney in the head. A male passenger in that vehicle was also shot. He survived.

Officers finally confronted Cochrane at Rittenhouse Street and Germantown Avenue. Police say shots were exchanged, and Cochrane tried and failed to steal a police cruiser. Then, one of the officers got the gunman in his sights and fatally shot him.

The investigation is continuing, and police say they have received information that Cochrane was also responsible for a double murder on Monday.
