Buffalo, N.Y. (WBEN) - An arrest of two individuals was made Wednesday after an original call for a stolen vehicle in the Village of Springville turned into a chase across the Southtowns.

At approximately 3:56 p.m. on Wednesday, Erie County Sheriff's Office dispatch received a call from a complainant who observed two males – one sitting in his vehicle, and one standing just outside of it - while he was exiting a bank on Mechanic Street in Springville. The complainant confronted the males, who subsequently fled.

About a half four later at approximately 4:20 p.m., dispatch received a second call from a complainant reporting her 2019 Kia Sorrento had been stolen from her driveway on Franklin Street in Springville.

Shortly thereafter, the vehicle was located by New York State Police traveling Northbound on Route 219. The operator of the vehicle refused to pull over, and continued into Hamburg, where the stolen Kia collided with a Town of Hamburg marked police vehicle.

The stolen vehicle was later located rolled over near the intersection of Transit Road and Seneca Street in the Town of Elma. The two males fled on foot after the crash, but were apprehended a short distance away by law enforcement.

Jay Garlock, 22, of Springville was charged with the following:

- Criminal Possession of Stolen Property in the Third Degree;
- Reckless Endangerment in the First Degree;
- Unauthorized Use of a Motor Vehicle in the Third Degree;
- Attempted Grand Larceny in the Third Degree;
- Attempted Unauthorized Use of a Motor Vehicle in the Third Degree.

He was transported to the Erie County Holding Center pending arraignment.

Meanwhile, a 17-year-old adolescent offender of Buffalo was charged with the following:

- Criminal Possession of Stolen Property in the Third Degree;
- Attempted Grand Larceny in the Third Degree
- Attempted Unauthorized Use of a Motor Vehicle in the Third Degree.

The adolescent offender was arraigned in Elma Town Court on the Criminal Possession of Stolen Property charge, and was issued an appearance ticket for Family Court on the other charges.

"I want to thank our partnering law enforcement agencies for their assistance. This criminal and reckless behavior across our region must end." said Erie County Sheriff John Garcia in a statement on Thursday. "This situation, and many others like it, could have ended in tragedy. Thankfully, it did not. I ask our policymakers to recognize the issue of property crime as one that needs to be addressed."

This is not the first run-in with the law for Garlock, as he recently was charged this past October by the Town of Hamburg Police for the robbery of a female victim at the Barnes & Noble on McKinley Parkway.

Hamburg Police also note in their press release that Garlock had recently been released from prison for weapons possession.
