Is 'system overhaul' needed for Buffalo Schools?

Buffalo, N.Y. (WBEN) - Fallout continues from the sudden resignation of Buffalo Schools superintendent Dr. Pascal Mubenga. The news has reverberated across Buffalo's business community.

Former Buffalo School Board member Larry Quinn, who is on the Board of Trustees at the Golisano Institute, spoke with WBEN about how the district needs to change moving forward.


"I really believe that it needs a system overhaul before we talk about a leader," Quinn said. "You can take the best leader in the world and they would not be successful in this system."

Quinn said the flaws in that system include limited power held by the Superintendent and School Board because of a slew of other rules.

"There are State regulations that hamstring things, there are union contracts that make it impossible to really place teachers in the right schools and make the changes that need to be made," Quinn said.

"You have costs associated with the system that are completely counter-productive. You have civil service regulations that keep people in positions that were not relevant for the last ten years. You have undermined the authority of the principal."

The former Board member said all of those concerns could be addressed, and it won't even touch the chronic absenteeism and other issues that plague the district.

The School Board is scheduled to meet Wednesday night at 5:30 at the Buffalo Academy for Visual and Performing Arts.
