Buffalo, N.Y. Shields says the footage makes it clear that "the deputy commissioner was leading from the front, and responding to an intense physical altercation between multiple individuals, including the woman who was pushed back as she attempted to re-engage with other individuals involved in the altercation."
As with all use-of-force instances between an officer and a civilian, this interaction has been referred to the Internal Affairs Division for standard review.
In addition, the Buffalo Police Department and Mayor Sean Ryan's administration are reviewing additional security measures and policy changes to help address the increase in violence in the Chippewa Entertainment District.
