"The employee observed something out of the norm," said Milwaukee police chief Alfonso Morales during a Saturday morning press conference. "Just off the shoulder was a blanket. Inside that blanket, and wrapped in there, was a body of a child we believe is that of Noelani."
The worker then called local police with the information.
Her father was arrested Wednesday and remains in custody in Milwaukee,
Minnesota BCA agents searched an Austin hotel room on Saturday, where Higgins stayed at one point in the last week.
"We belive that this death did not occur in the last 24 hours," Morales said. "She had been there for quite some time, which is consistent with the suspect's time when he was in that area in Minnesota.
Two detectives from Milwaukee are assisting Minnesota authorities in the girl's death.
"The closure is not the closure we like to find," Morales said.
