Minnesota BCA identifies man, deputy following fatal Mounds View incident

A Shoreview man has been identified as the person struck and killed by a Ramsey County squad car after he opened fire at police investigating a felony domestic assault incident involving a gun.

Troy Allen Engstrom, 48, died of multiple blunt force injuries Wednesday, September 22. The Minnesota BCA says he was struck by Sergeant Donald Rindal, a 22-year law enforcement veteran.

Rindal's on standard administrative leave while the BCA investigates his use of force.

The incident happened as police responded to a felony domestic assault involving a gun at the AmericInn by Wyndham on the 2200 block of Mounds View Boulevard. Officers located Engstrom, who was identified as the suspect, in the 5200 block of Pinewood Court. That's when Engstrom fired at pursuing officers, prompting Rindal to use his squad car to hit him.

Investigators say Rindal immediately provided medical aid to Engstrom before he was taken to the Hennepin County Medical Center, where he later died.

Mounds View Police and the Ramsey County Sheriff's Office are investigating the domestic assault, which led to the law enforcement response and the shots fired by Engstrom at law enforcement.
