
The Minnesota Attorney General's Office has charged a former Minneapolis police officer with 3rd degree assault in the beating of a man during the 2020 George Floyd riots.
The complaint alleges former officer Justin Stetson repeatedly hit Jaleel Stallings after he had already surrendered, and was lying prone on the ground and not resisting.
Stallings suffered a fracture of the facial bone that surrounds and protects the eye. An expert use-of-force review of the case determined Stetson's use of force was “unreasonable, excessive, and contrary to generally accepted police practice”.
Stetson no longer has an active peace officer’s license in Minnesota. The city did not reveal the reason for Stetson's departure from the department.
The assault of Stallings occurred after he had returned fire at officers who shot projectiles at him without warning from an unmarked van. That is according to the criminal complaint and police body camera footage.
After seeing the van was full of police, Stallings surrendered but Stetson repeatedly struck him according to Attorney General Keith Ellison's office.
