Minneapolis City Council President Andrea Jenkins says the new ordinance creating a community commission on police oversight is a "living" document, and can be adjusted if needed.

The commission will be tasked with investigating complaints about police made by the public.

Jenkins says the first step is to begin accepting applications, and then each council member will appoint a commissioner.

"We're going to have some training from the national association of police oversight committees. We're going to do some anti-racism training with the commissioners."

Minneapolis Police Chief Brian O'Hara would have the final say on any potential disciplinary action.
