The St. Paul City Council has approved a $380,000 settlement with the fiancée of a man killed by police six years ago.

Markeeta Johnson-Blakney sued earlier this year, claiming she was unlawfully imprisoned by officers after police had shot and killed her partner Cordale Handy.

The shooting was investigated and was determined to be justified. Johnson-Blakney said she was dragged into a squad car wearing only a t-shirt and underwear, and was not allowed to get clothes or speak to anyone for hours.

Since the incident, her attorney says Johnson-Blakney's mental health and work has suffered, and she "fears police."

In a statement, the St. Paul City Attorney says they agreed to settle Johnson-Blakney's claim to avoid the costs and uncertainty of continued litigation.
