It happened in the parking lot of Lunds and Byerly's around 5:30, where an 18-year old was hit by gunfire but is expected to survive.
Police say the incident stemmed from a FaceBook MarketPlace deal gone wrong.
Police say despite uncooperative witnesses, investigators were able to use surveillance video of both suspects.
They tracked down the 16 year and arresting the 17 year old at a nearby apartment where they also recovered a ghost gun.
Police continue to investigate what led up to the incident.
