Charges were filed Monday in Lackawanna County against a 26 year old Factoryville man who police say was drunk when he drove the wrong way on the North Scranton Expressway and collided head-on with another driver. The charges were filed after city officers received the results of Thomas Kohinsky's blood work. Police say he had a blood alcohol content of 0.188% in the hours after the 4 a.m. crash Feb. 7 near the Notch. Anyone higher than 0.08% is considered incapable of safely driving. The crash caused "major" injuries to another driver named David Walter who has been hospitalized since the crash. A preliminary hearing is scheduled May 8.
