WILKES-BARRE — The legal proceedings for five individuals linked to a grisly discovery in a city basement have hit a delay. Arraignments scheduled for Tuesday at the Luzerne County Courthouse were cancelled and continued to a later date, according to updated court dockets.
The suspects are central to an investigation that has captivated and horrified the community since early 2024, involving a residence on Carlisle Street that investigators have dubbed the "House of Horrors."
The investigation so far
The case broke wide open in February 2024 when authorities executed a search warrant at the home. The investigation led to a gruesome find: the remains of 38-year-old Nicole Cuevas were discovered buried in the dirt floor of the basement.
While the charges currently facing the five suspects are tied to the circumstances surrounding Cuevas, a second shadow hangs over the case. Police are still working to determine the fate of 69-year-old Debra Fox, the longtime owner of the Carlisle Street home.
Key points of the ongoing probe:
Nicole Cuevas: Her remains were identified months after she was first reported missing; her death has been ruled a homicide.
Debra Fox: The homeowner has been missing for an extended period. While her disappearance is considered suspicious and linked to the same property, no charges have been filed specifically in connection with her death or disappearance at this time.
The Suspects: The five individuals, whose specific roles in the alleged crimes vary, remain caught in a complex legal web as prosecutors piece together the timeline of events within the home.
Next steps in court
The court has not yet announced a new date for the formal arraignments. These proceedings are a critical step in the judicial process, where the suspects are officially informed of the charges against them and required to enter a plea.
The Luzerne County District Attorney’s Office has remained tight-lipped about the reason for the continuance, though such delays are common in high-profile cases involving massive amounts of forensic evidence and multiple defendants.
