State Trooper Charged with Workers' Compensation Fraud

ROCKY HILL, Conn. (WTIC Radio) - A Connecticut State Trooper was arrested Wednesday for collecting workers' compensation benefits illegally, according to Criminal Justice officials.

Workers Compensation Fraud Control Bureau inspectors arrested Kevin Moore, 41, of Moosup on charges involving compensation fraud and larceny, officials with the state's Division of Criminal Justice reported in a statement. 


Moore sustained a back injury while on duty in July of 2019, according to the arrest warrant affidavit. Moore was then placed in a Temporary Total Disability status by his physician, resulting in Moore collecting wage replacement benefits paid by the State of Connecticut.

From November 2019 to February 2020, investigative surveillance was conducted on Moore to determine if he was exceeding physical limitations set forth by his physician, officials said.

According to Gallagher Bassett Investigative Services, it was determined that Moore owned and ran a T-shirt silk screening business, Four82 Designs, while out on workers' compensation benefits from his job as state trooper. He received payment for the T-shirts he supplied, officials said.

"Gallagher Bassett determined that in the period of time between November 2019 to May of 2020, Moore received approximately $47,000.00 to which he was not entitled," officials said in the statement.

Moore is charged with one count of Fraudulent Claim or Receipt of Benefits and one count of Larceny in the First Degree by Defrauding a Public Community. He is set to appear in Hartford Superior Court on July 30.
