Manchester officer justified in October police shooting

An officer-invovled shooting that injured a man in Manchester last year has been justified.

The State Inspector General says Samuel Lee fled a traffic stop on Broad Street early in the morning on October 25, 2025. The action almost led to an officer being run over.


Lee continued onto I-84 Westbound in Manchester, near the East Hartford line.

Police deployed stop sticks, but Lee continued on after hitting them, shooting six times at pursuing officers.

Officer Kyle Busse returned fire, shooting Lee in the hip.

The vehicle came to a stop, near Exit 58.

Lee was then hospitalized and taken into custody.

The IG's report agrees with Officer Busse's concern about the threats to his life, other officers, and the motoring public in justifying the shooting.
