State releases forensic audit of HPS

Hartford, Conn./WTIC Radio - The state Department of Education has released findings from a forensic audit of the Hartford Public School system.

The firm of CliftonLarsonAllen LLP performed and released the findings to the education department on Wednesday.


The audit was conducted after it was found the school district was facing a $29.5-million shortfall for the 2026-27 school year.

CLA studied fiscal years 2024, 2025, and 2026.

A 2024 shortfall was attributed to increased special education, tuition, and transportation expenses.

CLA listed 14 areas of concern in its findings, including transfers and reclassifications to cover accounting level deficits.

Also, financial policies weren't consistent.

And department leaders reported limited involvement and access to current budget information.

CLA says there was no evidence of fraud.

The firm also says significant turnover in district leadership and finance personnel blunted its attempts to put together certain budgeting and accounting decisions made in 2024 and 2025.
