Three to five inches of rain fell in a short amount of time this morning, and while that was happening, the Sewerage and Water Board experienced a failure in a piece of critical equipment.

"Our pumps were operational, but at 8:52, T4, which produces about 20 megawatts, tripped offline, said Sewerage and Water Board director Ghassan Korban.

Korban said two other turbines and a series of backup generators were operating when turbine four went down, but it hampered their ability to deal with the rainfall.

"The loss of T4 slowed our ability to drain the city, but the street flooding had already begun," said Korban.

Korban said turbine four was operational again within two hours.
