Six survivors of the New Year's Day terror attack on Bourbon St. and the family of one victim have filed a lawsuit against the city of New Orleans and two contractors, claiming they were negligent in protecting people from an assailant who easily drove a large pickup truck around the city's attempts to barricaded the street that was filled with revelers.
NOLA.com reports the plaintiffs filed the suit in Orleans Civil District Court.
The two contractors are Hard Rock Construction, LLC and Mott MacDonald, LLC.
Moveable bollards installed in 2017 that were designed to withstand an attack like the one early in the morning of January 1 were not deployed. The city is in the process of replacing them.
Shamsud-din Jabbar easily drove around a New Orleans Police vehicle that was parked across Bourbon at Canal St., careening nearly three blocks down the historic street before colliding with a construction lift.
Jabbar exited his vehicle and exchanged gunfire with responding police officers. He was killed in the exchange. Two officers were wounded and are recovering.
