Gov. Jeff Landry formed a new oversight group for the sewerage and water department and WWL's Newell Normand applauded it as a positive step.

"I think it goes without saying that we know it's not the most efficient structure, we know that a lot of people are completely frustrated," Normand said. A structure, or 'super agency' to create efficiencies and oversee the department would be ideal if the governor is able to make it happen.

The governor set up a 14-member task force to evaluate the utility that dates from 1903 and handles drainage, sewage treatment and drinking water for the city of New Orleans.

"Much of its critical infrastructure dates back to the early 20th century, leading to frequent water line breaks, street flooding and advisories to boil water," the LA Illuminator noted. Overbilling is also an issue, according to Landry's executive order.

Landry gave himself four picks of his own on the new task force and will also pick the chair of the task force. three others from his cabinet secretaries. Business and industry organizations have also been given representation, along with the neighboring Jefferson Parish Public Works Department.

"There has been a persistent concern for the SWBNO processes essential to the agency’s effective operation and the public’s trust," Landry's executive order says. It adds that the utility remains under investigation by various agencies to determine corruption within its permitting department.

Newell said he hoped and prayed that Landry would be successful in his oversight effort and be able to create efficiencies.
