The New Orleans City Council has approved a measure to let Mayor Helena Moreno enter into a Cooperative Endeavor Agreement with Jefferson Parish, the State of Louisiana, and others to facilitate the development of West End.
"This CEA aims to facilitate public-private redevelopment of the long-vacant, Hurricane Katrina-damaged West End site, generate revenue through leasing and sales/use tax collections, and provide tax revenue for local infrastructure improvements through an Economic Development District," the Council posted.
It ends two decades of disagreements that have kept the once-vibrant area along the parish line at the lakefront from returning to commerce.
The plan calls for shopping, dining and entertainment.
