System bringing rain to Louisiana, but not developing

The National Hurricane Center says the tropical system moving along the Gulf Coast has not developed as it sends waves of rain to Louisiana.

"Surface and radar observations indicate that a westward-moving broad area of low pressure continues to be located near the coast of the western part of the Florida Panhandle," the NHC posted. "The associated shower and thunderstorm activity remains disorganized."

Federal forecasters say the system will move over Louisiana through Thursday.

"If this system moves far enough offshore, environmental conditions over the Gulf appear generally favorable for additional development, and a tropical depression could form."

The NHC says the chance of that development is just 40%.

"Regardless of development, heavy rainfall could produce localized flash flooding."

Waves of rain could continue into Friday.

Winds are not expected to be an issue.
