Why do low-turnout elections seem to have so many tax propositions?

Early voting begins Saturday for the November 15 election, and ballots around the region include a number of tax renewals and propositions.

JMC Analytics pollster John Couvillon says governments like to schedule tax votes for low-turnout elections because it's easier to mobilize support.

"With a lower-turnout election, the people who would most directly benefit from the tax would be the ones who would vote for it," said Couvillon. "With it being a low-turnout election, it just makes it easier to turn out the supporters of a tax, especially a renewal."

Some of the tax issues on the ballot include a tax swap in Tangipahoa that will dedicate funds to law enforcement, a millage renewal in Jefferson Parish for the Westbank levee district, and fire and recreation districts in St. Tammany.

New Orleans has bond renewals for affordable housing, stormwater management, and other infrastructure.  There are also runoffs in New Orleans for two city council seats and the clerk of criminal court.
