Louisiana Gov. John Bel Edwards has declared a state of emergency in anticipation of possible torrential rains from Tropical Storm Nicholas.
"I know that bracing for another storm while we're still responding to and trying to recover from Hurricane Ida is not the position that we wanted to be in," said Edwards during an afternoon news conference, "but it is the situation that we are prepared for."
Even though Nicholas will likely only be a tropical depression when its center moves over Louisiana, it could deliver a lot of rainfall to the state.

"One of the things we have to guard against is dismissing the threat of this storm because it is not projected, currently, to reach hurricane strength before it makes landfall," said Edwards. "Life-threatening flash flooding due to very heavy rainfall will be the primary concern."
Edwards said forecaster predict rain totals of six to ten inches could occur in some areas.
Isolated tornadoes are another cause for concern.
