Drivers are cleared to use neutral ground for parking beginning at 6pm.

The city of New Orleans has relaxed parking restrictions and is cautioning people to be careful as Tropical Storm Beta continues to spin in the middle of the Gulf and throw waves of heavy rain at the Crescent City.

A coastal flood warning is already up for the communities outside the Hurricane Levee Protection System (Venetian Isles, Lake Catherine, and Irish Bayou) along Lakes Pontchartrain and Borgne and on the eastern coastlines of Plaquemines and St. Bernard Parishes.

A wind advisory is also up with gusts up to 30-miles-per-hour.  Residents are asked bring in garbage cans, hanging plants, outdoor decoration and the like.

The National Weather Service is predicting a conservative 3-4 inches of rain over the next few days with just 2-3 inches on the North Shore.

While parking on the neutral ground is ok'd, drivers are reminded not to block streetcar tracks, bike paths, or intersections.
