Key vote on planned Pioneer Bank development in Humboldt Park OK’d by judge

CHICAGO (WBBM NEWSRADIO) — A Cook County judge has cleared the way for a vote in the Chicago city council next week on a key part of Mayor Lori Lightfoot's redevelopment program in Humboldt Park.

It involves Lightfoot's Invest South/West program, specifically, the development of the vacant Pioneer Bank building at 4000 W. North Ave. and the area around it.

The long established Hispanic Housing Development Corporation submitted its plan, but the City chose a newer developer instead: Park Row Development.

Hispanic Housing Development filed suit and claimed wrongdoing in the selection process. They asked a judge to stop the City Council from approving tax increment financing (TIF) for Park Row.

The judge, though, ruled the Hispanic Housing Development Corporation has no legal standing to stop the council's vote.

Chicago City Council’s Finance Committee is scheduled to vote on Park Row’s potential TIF funding on April 17. If approved, it would go to a full City Council vote on April 19.

Park Row was founded in 2020 by Luis Puig and Matt Mosher, a former chief construction officer for the Chicago Housing Authority, who donated $5,000 to Lightfoot’s reelection campaign.
