According to authorities, the incident happened at 3:30 p.m. as the man stood on a boulder in the vicinity of St. James Place and Pearl Street, allegedly to use the large object as a "barricade."

Cops approached the man and requested that he step down for his own safety and for security.

The suspect, on the other hand, entered a private fenced area run by the New York City Housing Authority, where he held an American flag upside down and lit it.

Eventually, he was arrested and taken to the 7th Precinct, but has since been issued a summons and released.

Biden had made a stop at the NYPD Headquarters Thursday as part of his visit to New York City to discuss combating gun crimes.
