The man, who police said is in his 50's, was allegedly trying to enter the building at Broadway and Murray Street. Both City Hall personnel and NYPD officers responded to the scene.
Police said they deployed a taser, which was not necessarily effective, while the man resisted being taken into custody.
The officers were eventually able to transfer the man to Bellevue Hospital for evaluation. No injuries were reported.
