South Carolina has collected about $1.8 billion in a bank account over the past decade -- but it's shrouded in mystery as accountants are trying to figure out where the cash came from and where it was supposed to go.

Charlie James at WYRD spoke with State Treasurer Curtis Loftis Wednesday to try to get to the bottom of it and Curtis Loftis had this to say.

" Problem is we don't know who owns it," Loftis said. "The Treasurer's Office does not decide who owns the funds, that's the Comptroller of the State. He's the accountant of the state, I'm the investor."

Loftis offered an explanation of how he thinks this happened and says that he may well have happened as the state migrated to new computer systems, which was a major undertaking, according to Loftis. Hear the entire interview below.
