Judge: Man who killed police chief shouldn't have been on the streets

The man that shot and killed Brackenridge Police Chief Justin McIntire and injured another office had a long history of violence.

Aaron Swan, who was shot dead by police in Homewood last night, previously served time in prison.

In 2014, he was convicted of shooting at a K-9 officer in East Liberty.

In 2017, he was convicted of armed robbery and inflicting serious bodily injury.

And in 2019, he pleaded guilty to drug sales after being arrested in Mount Oliver.

Allegheny County Magistrate Judge Gene Riccardi tells the Big K Morning Show, people like Swan shouldn't have been released in the first place.

“This criminal was on the streets, should’ve never been on the streets, should’ve been behind bars,” said Riccardi. “When are we going to wake up and realize that some men and women are just bad individuals and should be jailed.”

Law enforcement was looking to arrest Swan for probation violations involving weapons.

Pennsylvania State police saw him on Route 28 Sunday night, but he got away.

Monday morning, Swan led Harrison Township police on a chase. They got his car but Swan fled on foot.

He was spotted around 2 p.m. by Brackenridge Police Chief McIntire and another officer. That is when the shootout started, killing McIntire.

Swan then carjacked a vehicle and was later shot and killed by police in Homewood.

In a release, Allegheny County Police say, "a total of five guns believed to have been used by Swan in this incident were recovered. Four were recovered in Brackenridge and one in Homewood-Brushton."
