
The Pennsylvania House of Representatives passed HB1154, which would make cocktails to-go permanent option in the state.
“The COVID-19 pandemic has devastated Pennsylvania’s hospitality businesses, and it will take years for them to fully recover,” said David Wojnar, Distilled Spirits Council of the United States Senior Vice President and Head of State Public Policy. “Cocktails to-go have proven to be a critical revenue stream for Pennsylvania businesses during COVID-19, and making this measure permanent will only provide increased stability in the future. We thank the House for moving this measure forward and encourage the Senate to take up and pass this bill as soon as possible.”
In May of 2020, Governor Tom Wolf signed a bill that allowed the temporary sale of cocktails-to-go in sealed containers from bars, restaurants or hotels with a liquor license.
However, there was an additional requirement that the business had to show more than a 25% loss in average sales each month due to COVID-19 restrictions in place at the time.
If it becomes a law, this bill would remove that 25% loss requirement and would also make the sale of cocktails to-go permanent.
The bill now moves on to the state Senate Law and Justice Committee for consideration.
