Dallas city leaders launched a public “call for concepts” Monday to gather ideas for the future of the City Hall building, the surrounding government complex and roughly 20 to 30 acres of nearby land tied to the Kay Bailey Hutchison Convention Center expansion.

City Manager Kimberly Bizor Tolbert opened submissions today on the City of Dallas website. (NOTE - At the time of this story's publication, no link has been found on the City of Dallas's website for these submissions.)

The window runs through May 3 at 2 p.m. and invites concepts from developers, architects, residents and other interested parties on adaptive reuse of the existing I.M. Pei-designed structure or broader redevelopment of the downtown site at 1500 Marilla Street.

The process will help officials decide whether to invest in major repairs to the nearly 50-year-old building or pursue a larger redevelopment strategy. Earlier estimates have placed comprehensive modernization costs as high as $1 billion over the next decade or more.

The call follows a City Council resolution approved March 4 and discussions by the Economic Development Committee on March 2. It also runs alongside a new community survey launched Monday in partnership with ZenCity. That statistically valid survey will collect resident input on priorities for the government center and is expected to stay open for about six weeks.

Feedback from both efforts will be reviewed and presented to the City Council to shape next steps, including potential phased repair plans for City Hall and City Hall Plaza. The initiative comes as the convention center reconstruction advances, with new land becoming available upon its planned 2029 opening.

City officials say the open process ensures market and community voices help guide decisions on one of downtown Dallas’s most visible landmarks.
