Granbury man arrested for filing fraudulent liens against officials: Sheriff

A Granbury man was arrested after he placed millions of dollars in fraudulent liens against law enforcement officers and county officials, the Hood County Sheriff said.

The man, nuclear plant engineer Russell Mozingo, says he didn't do anything wrong.

It started one day in August when Mozingo was pulled over by state troopers on a traffic stop.

"He didn't have a license plate, and then he didn't have a driver's license," Hood County Sheriff Roger Deeds said.

Mozingo then retaliated against the troopers by filing liens against their property, Deeds said.

"He charged them $10,000 a minute just for having him on the side of the road," Deeds said. "It was craziness."

Sheriff's deputies went to the Comanche Peak Nuclear Power plant, where Mozingo is an engineer, to arrest him. That's when the sheriff says Mozingo resisted.

"He wanted to fight a little bit and resisted arrest," Deeds said. "He kicked one of my deputies in his head."

Mozingo was taken to jail and later bonded out.

Reached on the phone, Mozingo told KRLD News he's not guilty of the charge against him.

"The obstruction and retaliation is for hurting someone. I haven't hurt anyone in my life," Mozingo said.

He also says the deputies didn't identify themselves when they arrested him.

"As I'm crying out, 'Who are you?' they tell me, 'You're under arrest.' They refused to tell me what for," Mozingo said.

Meantime, the sheriff, county commissioners, and even school board members learned Mozingo had placed liens against their property too, claiming they allowed pornography in schools.

Deeds says a lawyer is working on cleaning up the paperwork mess with the fake liens, and prosecutors are considering more charges.

"I'm not sure where it's going to go but I'm sure it's not over yet," he said. ""Never a dull moment in Hood County."
 
KRLD News also reached out to Vistra Corporation which owns the Comanche Peak nuclear plant where Mozingo works. They did not respond to a request for comment.
