Law enforcement across Texas begin 'no-refusal' initiative as holiday season arrives

Police across Texas are ramping up enforcement efforts ahead of what is considered one of the busiest nights for bars and drunk driving: the night before Thanksgiving, often called “Blackout Wednesday” or “Drunksgiving.”

The Texas Department of Public Safety announced a statewide “no-refusal” campaign starting Wednesday. Under the initiative, officers can obtain warrants to conduct blood tests on drivers who decline breath tests, ensuring stricter enforcement against impaired driving.

"Statistics show that impaired driving incidents spike during the holidays, making our roads more dangerous," Texas DPS Regional Dir. Art de la Garza said.

He said law enforcement agencies are fully prepared to address the rise in holiday-related intoxicated driving incidents.
