The Texas Commission of Licensing and Regulation has approved a new rule requiring people seeking certain professional licenses to prove they are in the country legally.
The change, adopted unanimously Tuesday, could impact thousands of workers across industries, from electricians to dog breeders. The rule is set to take effect May 1 through the Texas Department of Licensing and Regulation.
Some noncitizens may still qualify for licenses if they meet specific federal requirements and provide proper documentation. Those exceptions include individuals granted asylum, admitted as refugees, or recognized as victims of human trafficking.
Critics warn the rule could strain the workforce and lead some to operate without licenses, potentially reducing oversight in key industries.
