PHILADELPHIA (KYW Newsradio) — Philadelphia police say they arrested the second man they were looking for in connection with the shooting death of 2-year-old Nikolette Rivera. At police headquarters on Thursday, acting Commissioner Christine Coulter identified the suspect and shed some more light on the case.

Tayvon Thomas, 25, of Philadelphia was taken into custody, according to Coulter. Police believe he fired the shots that killed Nikolette and wounded her mother and another man. Sources say he confessed.

Police had been looking for Thomas after they nabbed Freddie Perez of Chester on Tuesday night.

Perez is charged with murder and a long list of offenses. At this point, Thomas has not been formally charged.

"There's no doubt in our mind that we have the right people. The residents seem relieved. Some of them were interviewed, and they really feel like there's the beginning of justice for Nikolette."

Police say Thomas and Perez thought the man in the house, who was there cleaning carpets, was Nikolette's father, who they had been feuding with over drugs.

"Sadly when they went to the house and fired the shots, the contractor who was there was mistaken for their target," said Coulter.

Police say the little girl died in her mother's arms.

Coulter says Thomas and Perez are no strangers to police, and they both have criminal records.

"They're cowards," she said. "They're people who are cowardly, shooting at people. I don't know the circumstances of their releases yet, but they do have prior criminal history."

Coulter says they got critical pieces of information from people in the community. She says the tips and surveillance video were huge for investigators, who worked non-stop to get to the bottom of the shooting.
