Wofford died on Jan. 21, but it took some time to plan the proper public send-off.
His son, Dan, says it will be a celebration.
"We're hoping to laugh and sing and remember him for all the interesting, and sometimes crazy, things he did," he said.
The tribute will include a short segment from a documentary still in progress called "Slightly Mad," after this description from Bobby Kennedy.
"Harris Wofford was very emotionally involved in all of these matters and in some areas, was a slight madman," Kennedy said of Wofford.
There will also be speakers including Gov. Wolf, Sen. Bob Casey, Andrew Young, and Bill Clinton has sent a video message.
Ninth Circuit Judge Ted McKee will preside at the memorial.
"I think Harris would want to be part of a party like this and celebrate," McKee said.
Dan Wofford says the only thing his father ever mentioned wanting at his memorial is the Battle Hymn of the Republic, so that will be the finale.
The service is scheduled for 2 p.m. at Cramton Auditorium on Howard's main campus.
