Simon Property Group, which owns the Oxford Valley Mall, partnered with a Villanova-based home builder and presented conceptual plans to redevelop the mall to Middletown Township, where the mall is located.
The owner hopes the 600 units planned will drive the rest of the mall's redevelopment.
Pat Duffy, director of building and zoning for the township, says the area is not zoned for multi-family residential use and a formal zoning amendment is needed.
"We would review it. They already have preliminary one into us. Then that's going to go back in front of a planning commission. The planning commission will make their recommendation. Then it goes for advertisement. The board of supervisors have to advertise it. The residents in Middletown can get involved in the discussions on the new ordinance," Duffy said.
It then goes to a public hearing in front of the supervisor, where it will be voted on, possibly in the fall.
