Former nursing home director makes plea deal after deaths of 3 residents

PHILADELPHIA (KYW Newsradio) — A Darby Borough nursing home's former manager has admitted to reckless endangerment of three residents who ultimately died as a result of lack of care.

The investigation began in 2017 after complaints that three residents at St. Francis Center for Rehabilitation and Healthcare in Darby were in poor condition, including suffering from pressure wounds, sepsis, dehydration and bowel obstructions.

All three individuals died.

Chaim “Charlie” Steg, the former regional director of operations at St. Francis, has admitted to his role in recklessly endangering the three residents of the facility.

Pennsylvania Attorney General Josh Shapiro says these outcomes were the primary result of systemic failures at St. Francis, and mostly driven by inadequate staffing practices.

“St. Francis had plenty of money," said Shapiro.

"They were a for-profit institution. They had the ability to pay more staff or to pay for overtime, or to pay for temporary staff. They actively, through Steg, chose not to do that."

Under the no-contest plea deal, Steg will be sentenced to house arrest for a period of time from six to 23 months, followed by three years of probation.

He is also is required to pay a $15,000 fine and restitution to the families of the victims.
