Buffalo's Police Commissioner discusses decision to clear a homeless encampment

Buffalo, N.Y. (WBEN) - News of a homeless encampment in Jamestown has caught the attention of many in Western New York.

Just this week, Buffalo police broke up a homeless encampment of about two dozen tents at Fireman's Park between North and South Division Streets.

Commissioner Joe Gramaglia told WBEN on Friday that police have been preparing for this issue.

"I've seen homeless people congregating around Fireman's Park for many years, but I've never seen an encampment like this, with tents set up," said Gramaglia. "Once those tents were set up, we had our district chief and behavioral health team members go there and let them know they would not be allowed to stay."

On Jamestown, there is a State of Emergency due to nearly 300 unauthorized campers occupying pubic property along the Chadakoin River. Gramaglia says that situation was not a factor in the swift action downtown this week.

"We've been trying to stay on top of this, especially since a recent Supreme Court decision. I'm sure a lot of downtown drivers know the areas such as Tupper near the 33, and Michigan Street bridges. We're not letting it get out of hand. You want to be compassionate and humane, but you have to keep those areas clear," he explained.

The tents are new to Buffalo. Gramaglia says he received information that they were supplied by people in the suburbs.

He explained that it may be well intentioned, but it's not the way to help.

"If you want to help, you can donate items to a homeless shelter or donate your time. Shelters and the City Mission are always looking for funds and resources. Tents will not be allowed to stay," Gramaglia said.
