Some of the State of the Union spotlight shines on Minnesota's fraud issues and Somali community
Minnesota spent some time in the spotlight during Tuesday night's State of the Union Address by President Donald Trump.
It started with President Trump and Minnesota Rep. Ilhan Omar (DFL) clashing over the president's comments about the Somali community, and turned into a heated confrontation as the President defended federal "Operation Metro Surge" tactics in Minnesota on the grounds of finding fraud.
"When it comes to the corruption that is plundering, really it's plundering America," Mr. Trump said during his speech. "There's been no more stunning example than Minnesota, where members of the Somali community have pillaged an estimated $19 billion from the American taxpayer. We have all the information."
Trump then called for expanded enforcement funding, Omar shouted back that the administration "has killed Americans," referencing the recent fatal shootings of two Minneapolis residents by federal agents.
"That is why I'm also asking you to end deadly sanctuary cities that protect the criminals and enact serious penalties for public officials who block the removal of criminal aliens," Mr. Trump continued.
President Trump's "estimated $19 billion dollars" figure refers to the roughly $18 billion in federal funds that supported over a dozen state-run programs in Minnesota since 2018. The exact extent of the fraud and losses is still being investigated in Minnesota, but in December 2025, former Interim U.S. Attorney Joseph Thompson suggested the total amount of fraud could be $9 billion or more.
The fraud investigations in Minnesota are also not necessarily tied to immigration. More than 90% of the people charged in major fraud cases announced before December 2025 were of Somali descent, according to the U.S. Attorney's Office for Minnesota. However, that is 82 individuals out of the entire Somali community across Minnesota, and there are more than 107,000 people who identify as Somali in the state.
Furthermore, prosecutors have said the mastermind behind Feeding Our Future, Minnesota's biggest fraud scheme to date, is Aimee Bock who is white.
In December, Trump labeled Minnesota Somalis as “garbage” and said he didn’t want them in the U.S. Then in January, the Trump Administration revoked the legal status of several thousand immigrants from Somalia, raising the specter of deportation for a community often assailed by the president.
As "Operation Metro Surge" personnel continue a drawdown in the Twin Cities, the focus shifts to whether this public friction will impact the ongoing Department of Homeland Security funding deadlock in Congress.
Mayor Jacob Frey speaks at separate Democrat event
Meanwhile, Minneapolis' Mayor Jacob Frey spoke at an alternative "State of the Swamp" event in D.C. characterizing the recent "Operation Metro Surge" as an overreach that tested the city’s constitutional resilience and neighborly spirit.
He used the platform to urge local officials nationwide to defend civil liberties, framing the issue as a matter of universal democratic principles rather than partisan politics.
"So you all have seen that Minneapolis has shown the world that the forces of terror and division can never conquer a city that loves its neighbors more than it fears retribution," said Frey.
Republican House Speaker Mike Johnson dismissed the event as a boycott-driven distraction.
The mayor argued that protecting due process and constitutional rights is a universal American duty rather than a partisan agenda.
"It's not democratic to believe in the Constitution," Frey said. "It is not Republican to believe in due process. It is not liberal or conservative to think you should be able to walk down the street without being questioned because of the color of your skin."
Reaction from Minnesota Rep. and House Majority Whip Tom Emmer was far more effusive towards the president's message. Congressman Tom Emmer posting to social media that American is in the midst of a new "golden age."
"If it wasn’t clear to you before, it should be now: the state of the Union is STRONG under @POTUS and Republican leadership," Emmer wrote. "250 years of history have led to this moment. America is BACK, and a new golden age has begun."
He also took to social media to address Omar's exchange with the president.
"Ilhan, we’re going to hold your hand while we tell you this… The war on fraud is underway!"
