SALEM TWP., PA — Supervisors in Salem Township voted Tuesday night to establish a comprehensive data center overlay district covering more than 4,000 acres, marking a transformative land-use decision for the rural Luzerne County community.

The municipal vote solidifies zoning changes across the designated acreage, unlocking a massive $1.2 billion private land acquisition deal expected to benefit roughly 200 local property owners. In tandem with the private transactions, the rezoning triggers a projected $43 million community benefit agreement earmarked directly for township infrastructure, municipal services, and local community investments.

Township officials emphasized that Tuesday’s action does not grant immediate approval for specific building construction or formal site plans. Instead, the overlay designation amends the local zoning code to permit data centers and related utility infrastructure as allowable uses within the designated corridor, establishing the regulatory foundation for developers to formally submit development applications.

The decision represents the latest milestone in Northeastern Pennsylvania’s expanding data center corridor, where major developers and energy brokers have assembled large land tracts near power transmission infrastructure. With the overlay district officially established, project developers are expected to advance site plans and technical permits for municipal and environmental review in the coming months.
