Groton Town Police is urging the public not to come to downtown Mystic for the time being.
Significant flooding caused by heavy rain and a morning high tide has closed several roads.
Among the affected streets: River Road, Poquonnock Road, Water Street, and the entrance to Bluff Point.
Police also remind motorists not to drive on water-covered roadways.
