New Orleans along with Jefferson and St. Bernard parishes are under a flash flood warning through 4:15 p.m.
The National Weather Service says Doppler radar indicates a thunderstorm over the area has already dropped as much as three inches of rain, and up to another two inches is possible.
The city of New Orleans is allowing drivers to park on neutral grounds through 6 p.m. to avoid possible street flooding.
The New Orleans Sewerage and Water Board reports 87 out of 93 major pumps are operational, with 93 megawatts of power available.
The pumps need 44 megawatts at peak demand.
