As one week post Hurricane Francine nears, more information regarding lapses in infrastructure or services provided will come to light.
In Kenner, there was substantial flooding, the worst of which seemed to happen after Francine passed leaving residents puzzled.
Mayor Mike Glaser says there were a few contributing factors to the accumulation of water in the city.
"First, the system can only pump so much water per hour and even after the rain has stopped."
Even that is best case scenario as he says the system would need to have all pumps working and he believes the current system just could not handle the amount of water.
As residential homes took on water, there was one notable distinction.
"I don't think any of the raised homes took on any water."
Mayor Glaser says that for the city of Kenner, the parts of the city that saw rising water are flood prone, however there are plans to remedy the situation.
"We have one plan to expand pumping capacity that is in its final design stage and a pump to the river project that is in an initial design stage."
Glaser says the pump to the river project is still several years from fruition.
