After lifting parking restrictions in anticipation of this morning's heavy rain, the city of New Orleans is informing residents that parking enforcement resumed at 4 p.m., and it's time to get cars off of the neutral ground.
A line of heavy squalls blew through in the early morning hours, prompting a flsh flood warning and causing some street-flooding.
