Jefferson Parish Emergency Management Director Joe Valiente says it's hard to understate just how much rain fell in a short period of time.

"It was just the volume. Our records show within about eight-and-a-half inches of rain in six hours," Valiente told WWL's Tommy Tucker.

New Orleans Homeland Security and Emergency Preparedness Director Collin Arnold says they clocked rainfall at five to six inches in an hour.
