State investigators are not commenting on a Rock Hill body shop owner's complaint that a powerful Upstate legislator agreed to push an insurance regulation bill in return for a campaign donation.

Oconee County District Two Representative Bill Sandifer denies any wrongdoing in response to the Post and Courier's account of the incident. The State Ethics Commission forwarded their report to the Fifth Circuit Solicitor's Office. They're not commenting either.

The newspaper's story quotes the shop owner, Rick Little, saying he filed a the complaint with the ethics commission in 2018. The complaint accused Sandifer of asking him for a political donation in exchange for holding a hearing on a bill that would allow the sale of insurance policies, to cover a driver operating a rented or leased vehicle.

Little declined to make the donation. His complaint says, Sandifer instructed him to send it to is home address. He claims that consequently, the Seneca Republican and Chairman of the House Committee on Labor, Commerce and Industry, took no action on the bill and ignored his request for a further meeting.
